Is this idea of a submersible propulsion design a good one?

Hello, I have been working on my own ROV project for a year now and I am facing this dilemma regarding the propulsion system for diving and ascending, is such a distance between the propeller and the upper plane of the frame enough ? The engine is an 1100GPH bilge pump with a 3D printed 60mm diameter propeller, the main power source will be connected to the ROV with a 14 AWG cable 30m long on the surface with a battery. Attached is a photo of how it looks in reality. And here I have another question because I was thinking of rotating the whole drone 180 degrees like in the picture below only I am afraid if this is surely a good idea.
