Connecting to Arduino via c++


Hello everyone,
I am currently thinking of using OpenROV to use as a platform for underwater vision based target tracking. I am planning to use OpenCV libraries in c++/python. However I have very little idea how can I send commands to arduino from c++ or python. Can anybody please help me How can I access arduino in my c++ or python code.

Any help will be appreciated.

Thanks for your quick response. I have to confess that I have little idea about python. So I am afraid I did not understand how to use ‘OpenROVSockIOTest.ipynb’ in my project. Can you please suggest what should I read or what expertise of python I need before trying to understanding it
